These are craft sticks and are not to be used with food. Look for food grade popsicle sticks for food purposes.

Are these ok for birds to have as part of their toys?

As long as they are labeled non- toxic you can

I’d like to have a response from mr pen before i return these. is the color safe? my parrot chews popsicle sticks and i want to be sure it’s safe.

The color last but the children did not taste the pop sticks.

Do the colors hold up outdoors in the sun?

Not sure but I can tell you the colors do run in water so I'd assume they're not for outdoors.
