Not really. Over time they get a bit lose and require both hands to operate.

How many sheets of loose leaf paper does it hold?

I loaded the folder with "My Life Story" from Storyworth with 146 pages, and it was full. But it would probably hold 150 sheets of paper.

Are these biodegradable?

Most likely semi biodegradable. It isnt 100 percent plant based, and the metal ring assembly most certainly is not degradable, at least not for decades. In addition, the plastic shell seems rather water proof. I imagine the cardboard center is biodegradable, but then again, this is true of almost all binders. I imagine this is a lot like the dietetic bottled water that appeared a couple of years ago. Buyer beware.
