Will it bleed through thin paper

I have never experienced any bleed through, but I use at least a mixed media paper or a bristol. It dries almost instantly, so I don't think bleed through will be an issue.

Are these a "fine Point" pen?

Yes. They are .5mm as opposed to the more common .7mm medium point. In my area, 90% of the pens you find at the big box stores are the .7mm variety. Amazon sells both varieties.
