Does it stay soft like some of the cheap undercoatings of the past or does it get hard?

I does not get hard -hard,which is better so it does not crack. its also,not soft to touch,good product for the price!

How long does this coating last? Do you have to apply it every year?

Has lasted for 4 years with only peeling in a few small spots due to poor cleaning prior to applying

If this stuff is sprayed on or near the exhuast or engine, will there be an issue with fire?

I don't believe this product is flammable enough to ignite. I've used it to undercoat car frames and the underbody inches from where the exhaust pipes are mounted and have never had an issue...

could I use this on a salt-water boat? Hull and deck?

I don't think I would. It worked for under coating several of our Autos. But is somewhat messy while spraying. I think if you put this on a boat, you would probably get it on you every time you got in it. Remember this is tar base. Using it under a vehicle is one thing, but you would be exposed to it on a boat more so. Not saying it won't work. Good luck
