I'm custom building this bike so I need to know what size stem (Diameter) I should buy and is the headset threaded?

28,6 mm (1-1/8”) this is the size that connects to the fork but the other end of the stem size depends on your handle bars clamping diameter. No it’s not a threaded headset, but the bottom bracket is. Hope this helps, have fun with your build!

Will these mavic ellipse clincher wheel set 2020 fit this bike and does adjustable sealed cartridge bearings (qrm+) matter?

the frame is spaced 120mm rear and fork 100 like normal track frames. the ellipse is a track specific wheel set so you shouldn’t have a problem.
