Is this appropriate for a 2.5 yr old?

NO! They do pull apart with some force and a resourceful 2.5 year old could have pieces small enough to swallow.

Does the fuzzy wear off? If so, if it regularly how long would it take for bald spots to appear?

It can wear off, especially if your child (or you) wants to pick at the fuzzy. Just naturally playing with it, I don't think bald spots are going to occur for quite some time. The plastic pieces that connect are more likely to break off before that happens. But of course, it could literally take an hour for a bald spot to appear if they want to pick at the fuzzy.
