Can the D-Ring on the screw be removed?

Yes, the ring can be removed - it is worse than useless. Remove the screw from the plate - there is a threaded end on the slot. Clamp one end of the ring in a vice and then break it off with a pair of pliers. The ring is cast metal, I assume zinc as it is brittle and weak. The screw is magnetic, so it's steel or iron, but it isn't the strongest looking screw I've seen.
