Externally, yes - that should work fine.

can i use this on a canvas boat cover?

Do you mean to patch a tear? This tape is probably much thicker than your canvas. It should stick, but if you fold your cover enough times it may come off leaving a sticky mess.

Is it suitable for polycarbonate?

This stuff is so permanently sticky - I would guess that it will work. I used it underwater to patch the pool - literally, the holes were underwater and I had to dive down to place the patches. Worked like a charm (heavy gauge plastic liner). I haven't used the tape anywhere else yet, but it seems that it will stick forever to nearly anything. So, I don't know for sure about polycarbonate, but it's worth a shot. I have worked with a lot of glues and tapes - this one is by far the best ever.

Can you peel it off easy?

No it is not easy to peel off. This not actually like a tape. It is a super sticky soft patching material that applies like a tape.
