The hood does not fold up into the collar. The entire jacket "folds" up into one of the side pockets.

The XLT would have a sleeve measurement of about 38;, neck 17.5-18 --chest measurement 46-49" and waist 40-43".

Does this fit well over the Columbia Steens fleece?

Not fleece lined I would consider this a warm weather jacket only. It is very European cut so unless you are very slight in build I highly recommend going a size up if you want to wear a lining. I am a natural med/lg with average shoulders and chest and the large is really too small for me especially if I am wearing a heavy shirt underneath. Keep in min if you are trying to keep any part of you dry from the waist down this is not a good jacket! Columbia has some rain pants and I think this is the top for those.
