Description says this is 10 foot. Specs say it is 17.5 x 3.5 x .5 inches and weighs 12 pounds, but shipping weight says 8.6 pounds? Just what exactly

This product is 10 feet in length. It ships coiled in a box - the weight is 12 lbs. The physical piece is 3.125" tall - and 2.00" wide (the depth it will stick off the dock).

Would an recommend using washers under the deck screws to hold it on? Or are screws enough?

YES!!!! I used a countersunk finish washers on mine and they worked great. Helps keep it secured without the screws "punching" through the vinyl.

How many screws are needed per 10 foot piece?

If it were straight you would only need 10, but since it comes so bent up and twisted, no amount of screws will give you a satisfactory result

If I order 16 of these at the same time will they still be shipped coiled u or in a long box uncoiled?

Coiled. They will never straighten out!
