Can this Controll 2 different things one light and a fan

There's only one relay inside. So the wiring diagram looks like you can connect 2 different loads on, but the the app only has 1 on/off. Not sure why they did that. The instruction video shows a guy hooking up a light but with 2 switches - not sure why they did that either. Bottom line though is that there is only one relay inside it.

Would this work in a three way switch set up? For example to control one light with two switches at the top and bottom of the stairs?

Yes it will work fine There are wiring diagrams and instructions available on line. I have tested it on my test table and it works like a charm. In the process of installing several in my home.

How many kwh does it use to stay on and connected to wifi?

I do not remember what the consumption is but it is VERY low. I do remember testing it years ag
