Does the 200 piece set actually contain any more of the rods/spools than the 100 piece set? Or is it just 100 extra minor (lesser-used) parts?

200-piece parts list:12 Yellow standard spools12 Green 1/4 standard spools4 Red "wheel" spools (larger hole in the middle)34 short Blue male connectors21 short Blue female connectors2 Orange T connectors14 Orange small rollers/spacers/washers8 Green fan blades12 Red end caps10 Green T connectors (cross bar has larger hole)4 large dark Blue wheels4 Purple flexible sticks4 Red flexible sticks31 short White rods12 medium Yellow rods12 long Orange rods4 Red "wall" pieces

are any of the pieces the same as those found in the classic 200 piece plastic set from a few years ago?

The new tinker toys do not fit the older version. For example; the sticks are fatter and are too large to fit into the holes in the older sets.

how small are the smallest pieces? i have a preschool who loves to build but also a toddler.

We purchased this for our 3 year old who LOVES to build. It is nice because the pieces are flexible and easy to put together. The pieces are bigger than legos, but some of them are smallish, so if you have a younger child supervision will be needed to ensure they don't try to "eat" the smaller connector pieces.

Do the wheels move/roll?

Yes, there are "wheels" in the set that have a through hole and will spin on a rod put through the hole.
