Can this be used to convert a usb c to usb c  cable to usb a so it can charge on a power bank that doesn't have a usb c port? The phone is a xiaomi 11

It's just an adapter that allows a USB C cable to used with USB A. It should work on a power bank. You can always purchase a USB C to USB A cable and that will also solve your problem with no adapter needed, just make sure the cord has enough power transmission so it isn't too slow charging. Perhaps though you prefer the adapter so you can use the USB C cord with other things.

The gray/silver part looks kind of short, therefore, has anyone had any problems handling or pulling on this?

Yes it is very short, but I haven’t found it to be a problem when pulling on it. It’ll hold your cables together but not so much that you have to struggle when separating them. But also you could just leave it connected to one of the ends you are trying to connect, if that makes any send. For me I use it on a wall outlet charger that connects via the regular usb plug in. I connect the little adapter and just a leave it in. When I want to plug my usb c cable in it goes right into this adapter. When I go to unplug it, I just leave it in whichever end it stays on. It’s always on the cable or the wall charger. Hope this helps.

will this adapter allow me to transfer files? (I have a chip plugged into an export drive which has a usb-c  outlet, which is not compatible for me)

If you mean your usb-c outlet is male that would go into the female usb-c in the connector, then yes, it should work.  I use this to plug a flash drive into the usb side and then connect it to a usb-c male which goes to either my tablet or S23.  I can transfer files either way.  I don't experience any transfer speed impediment either.  Hope this helps.
