Could this be used, in conjunction with, a usb wifi dongle to make an older printer wireless?

Not normally as a WiFi dongle for a PC is basically a modem and the PC has to do all of the work to use the WiFi. The dongle by itself would do nothing. There are specialty devices out there that do this though. Another way is use an old laptop and share the printer through this. The laptop can be really old if this is all it is used for. There are also Raspberry Pi projects out there that people are using.

Would this happen to work with a usb c to lightning cable? like, so i could use my iphone with this to use my midi controlller

Male Lightning to Male USB C, I don’t see why not. Almost this exact same product is sold advertising it’s use with a MIDI controller, for $4 more. The important thing would be if iOS has the drivers needed to talk to your MIDI controller. I don’t know if it needs “Made For iOS” certification, but most Class 1 USB audio DACs work great with an iPad or iPhone when you plug in (as long as power isn’t an issue).
