This wire is simply the conductor of the electricity. The answer to your question depends on the amount of electricity that you're generating through you conductor. I think 5000 volts would be enough to keep your chickens in and predators out without harming your chickens.

What voltage tester can be used with this polywire?

There is a separate electric fence volt tester that you can find in the product links or associated product for electric fences, normal volt testers will not work

Could this be wrapped around a tree near the bottom, and above a bird feeder, to keep squirrels from climbing onto the bird feeder?

This wire needs insulators to keep the metal from grounding out with the tree. There are insulators that attach to the tree with a nail, I suppose you could place them around the tree so that the wire doesn't touch the wood.
