Is this device waterproof?

As far as I know, it looks like it's not waterproof, and the manual doesn't say anything about it being waterproof.

Will this work if lnb is bad?

No, if the LNB is defective, there is no signal for the instrument to measure

Will this work with geostationary weather satellites

I used this to position a Dish TV satellite disk that was mounted to a redwood deck. It worked perfectly. But you need to have the proper coordinates from the provider (in my case Dish). The finder just fine tunes the final position.
