Hello Mr. Bakke,Looking at the sample I have here, the hat's instructions (sewn to the interior crown of the hat) reads: "Handcrafted with Canadian Persnicketiness." In addition, there is a Toronto address on a tag, as well as a little essay tucked into the crown pocket that is an owner's manual by Alex Tilley, who writes, "Made in Canada where I can keep a watchful eye". Is the mesh see-through, or is there a liner under it?

There is a liner under it. But all in all it still is see thru.

My fathers head circumference is 23 1/4 inches. what would be the correct size to order?

Try 7 3/8. There are sizing charts you can look up on the internet. I did buy mine one size larger and it fits well. You can always exchange it to get the right size.

Does the mesh sag down after time?

No, the mesh does not sag down over time. i have had my hat for over 7 years & it still looks as good as new. I HIGHLY recommend the hat.
