Will this product remove dry paint from leather car seats?

I’m not sure! I have not tried to use it to remove dry paint! It does restore very well!

What is the PH of your leather care cleaner?

My understanding is that it is ph neutral.

Does anyone know if this will be okay to use on Softex leather in a car?

Yes, this and any of our leather products would be fine, including its companion product, Leather Conditioner. A more popular product that would also be excellent is our Mothers VLR - Vinyl-Leather-Rubber #06524, which also cleans, conditions and protects these surfaces. To clarify, SofTex is what Toyota calls their synthetic leather -- one of many animal-free and leather-like materials used in automotive interiors as an alternative to leather. Other automakers also offer a similar material under various names. NuLuxe is available on Lexus vehicles. V-Tex in Volkswagen. MB Tex in Mercedes. Each automaker seems to market their own brand of material that is basically a variation of vinyl.

is it applicable to leather of any color?

I have used it on gray and black with no trouble. A friend used it on red with no problem. I believe it can be used on any leather.
