Why does the description say “16-inch height by 15-inch width by 38-inch length but the actual size is 16”x15”x32?” isn’t that a deceiving?

Does this planter withstand the Northeastern Winters? And if yes, how long can it last?

I would imagine yes. It’s an extremely sturdy product. I would it would image it would hold up for decades

I am going to put my planters on flagstone, which I don't want to get stained. Will they eventually stop dripping the rust color or do I need a tray?

Rusting builds a solid protective surface. For first three months in weather there will be rust that can stain if left to sit. However can’t help it early. It’s easy to wash off. After 3 months very little rust stain. The finish is solid and clean after the first year in the weather and the patina looks beautiful.

Will this product rust causing stains on pavers?

It does rust as advertised. I have seen no stains on our gravel bedding.
