Do these turn into moths?

No, they start as moths and turn into balls

Are these camphor or something else?

This is NOT camphor. the second to the last bullet point specifically says Para-dichlorobenzene. that is slightly less flammable than naphthalene but not as safe as camphor. please read more.

How long does it normally take for the balls to kill carpet beetles? How long do I need to leave my stuff packed with them before they work?

I can’t answer how long it takes? I assume it would be immediate. You need to keep them packed indefinitely or until the mothballs get oxidized and disappear. Them it’s time to buy more

Does this get rid of outside cats in yard?

Yes, but it doesn’t last long. Sublimation rakes place spontaneously once it’s in contact with air. It lasts for about a week. Also, water dissolves it quickly. Best use is indoors, to het rid of silverfish and other bugs.
