Is this iron on? If not how do you affix it to material before embroidery to prevent movement during stitch out?

no this is not iron on. You would hoop it with the fabric or hoop the stabiliser and float the fabric using a temporary adhesive

With one layer it is a little bit see through but not a lot. It is very strong
