This is not a hard hat/safety helmet, so it doesn't have any suspension points.

Q: Can it be used for construction

This is not meant for use in construction.

Q: Since it’s constructed out of polyethylene, how resistant is it to UV rays? Polyethylene normally degrades rather quickly when exposed to sunlight.

My head certainly didn't get sunburned, the helmet is great for shade. It does however gradually become brittle due to exposure. After dropping it, or from the wind it will crack.
