Do these have the notch to lock onto quick release ratchets?

Yes they do, they work good on the couple quick release ratchets I own.

What is the difference between 81200D and 81200?

the set 81200D is the standard 3/8 drive extension bars there is a set 81201 which is the 3/8 wobble extension bars. there is no set 81200 on the gearwrench website
