di you have some pearlized paints i am looking for some..

Try the FolkArt or the Ceramcoat paint brands.

Which is best for peg dolls painting?

The Apple Barrel paints can be used on wooden surfaces.

Will this paint work on a silicone surface?

It should. I would try it in an area that you can’t see if possible when testing

Can I use this to make a functional keepsake mug?

Sorry but not sure. Bought for the grandkids to paint on some cinder blocks for me around my flower bed. You might want to check with an art store about using a painted mug , if its washable. May need to seal
