Does it help with Buttoning shorts

Yes it does help with buttoning shorts, tops, & zippers. Great tool!

How does this help actually getting the two zipper sides together? Only looks to help pulling afterwards.

If your sides of the zipper have separated, and you can get the 2 together to start it moving back up, just at the bottom of the zipper, but above the part where it separated, take a needle and thread of same color and make a stitch across from one side of the zipper to the other, and the zipper will no longer go beyond that stitching. You should use same color thread and just tack it across. It will not show if it is same color.

The button loop on mine arrived bent at a 30 degree angle to the handle. Is it supposed to be like that or should I exchange it for another?

It should be returned. The metal loop should come out straight from the rubber handle. I’ve bought two of these, one as a back up in case the first one breaks, and both of them have a straight metal loop. When you get the corrected item, you will be happy. My hands don’t work well at all, and this has been a lifesaver for me. I’m sure it will be for you too.

will this allow me to be able to zip my dress due to my limited use of my right arm?

I'm sorry that I cannot answer your question re: the zipper pull, but I'm sure it would not work if you wanted to pull up a zipper in the back of a dress as it would be much too short. It might work if you wanted to zip up a zipper in the front of a jacket. We have only used the button hook end and it works great.
