Can this replace 3.2 amps 230v - 50/60hz?

I would not replace a 3.2 amp with a 20 amp. It may not protect whatever component only wants to see 3.2 amp.

Will this work in a predator 4000 watts generator replacing the 13amp breaker

I am not 100% sure, but I don't see why not. It's pretty close in specs, so should work. The 15Amp max is a little above your 13Amp, therefore if you have 15Amp wiring, breaker, etc., it should be okay. But that's only my opinion.
