Is this for one sheet of paper?

One big sheet of not really paper... It's like fabric

What size is it, how do you apply it?

Size is 19.5” x 30”. I applied with a waterbase topcoat. Even though they call it tissue paper it is more like fabric and it’s very easy to apply. After smoothing it out with your hands to get all the wrinkles out as well as a brayer (a must have in your supplies) I apply another layer of top coat to secure in place. Hope this is helpful.
