is this too early for a 16month old?

We didn't start play doh until 2 years old. He put everything in my mouth before that and play doh is not edible. Even with me right there, he was very quick and I didn't want to chance it. I would also say unless they are a very smart 16 month old, the objects would be a little hard to use. Even at 2, I had too help with a few of them. He got the scissors quickly but the rolling pin he kept shoving the play doh into the ends.

Is it fun for a 3 or 4 year old? So far I only see reviews from people with kids under 2.

I purchased for an almost 3 year old and she LOVED it and still continues to play with it and created fun things. And she is currently now 3, and will be 4 in several months. It's a good starter pack and esp good for travel
