I would say definitely not... these are for securing loads & tarps within the stated weight limits. If left out in the environment, the harsh effects of ultraviolet in sunlight would probably cause the stitching to deteriorate. WKH

No but I did use them to tie down a sportster on a trailer and had no problem

Could these be used as an extension for excersize cable machine handles?

These straps are certainly strong enough to use for exercise extensions. I suggest caution in how you rig them up to the handles so there is no slippage.
