are these ball end t handles

Not sure what you mean by "ball end" t-handles. The ends seem to be made of hard polycarbonate and there is no give when you have to apply torque to the hex wrench.

how long is the shaft below the handle?

Never measured them, but easily 6" they allow you to insert them into a small area and engage the hex nut. While doing so the shaft is still stout enough that it doesn't give, like cheap sets do. They are top quality, well worth the additional $$$

Can somebody please explain to me why 1 set cost $30 but a 3 pack cost $230 which ends up being $76 a set?

Those are shady tactics by those sellers in hope that they obtain a sale. We have reported them to Amazon and hopefully Amazon will remove the variation in order to stop the confusion.
