Any timer that can handle 200 watts or more. 120volt, 15 amp circuit (standard house wiring) is all you need. Do you have Alexa and Echo devices? Get a smart plug for $10 and automate it. Can tell Alexa to turn it on or off or set up a schedule.

can it be installed under carpeting?

It can be installed under wall to wall carpeting. Tape the heating panel to the standard carpet pad and stretch the carpet over the heating panel. Be very careful with the teeth on the carpet stretching equipment, otherwise the heating panel can be damaged and cannot be repaired.

Will office chair wheels damage the heating pad?

No, chair wheels will not damage the heating panel. Install heater on top of a non-slip pad and cover heater with a rug. DO Not use those plastic sheets with spikes on them that are often placed under chairs. They will damage the heater.

can it be folded over to space?

No the heating panel cannot be folded. It must be installed perfectly flat.
