Are these truly stainless steel?

no, these are cheap imitations, they rust quickly , bend easily and have broken for many others, they are hard to use, and dont cut well. save your money

What is the case made out of?

It is just a cloth bag with a pull string, but, the tools are very well made and graceful. They were also very sharp which shows great care. I have mine in a square tool baag with lots of pockets so I can have the tools pointed up to see their function and I can carry the shovels and such all together.
