I believe the tape melds with itself when it is stretched and wrapped. **Q: "Rubber" is made from Latex which can be vulcanized with contact cement type substances. Can this be vulcanized and not rely on stretching to bond?** A: It worked great for me. I use it on my ham radio equipment **Q: do you remove the fabric covering?** A: Yes - you remove the liner. Once removed and you use the tape it fuses itself together when wrapped.
