Would this fit a msi b550 motherboard?

This case only fits micro atx or itx motherboards.

Will this case fit a 3090 GPU?

I would not put a 3090 gpu in this case, due to lack of airflow. These cases are designed more towards lower power consumption and less heat producing products

Is the argb strip in my case defective? i plugged it in and my software recognizes it but no light. does it need a second power plug or something?

It does not require any software for the rgb. In order for the rgb to work you have to connect it directly to the power supply.

Does this have any case usb ports anywhere or do i have to live with just on the mobo?

Yes, under a silicone strip (color matching) on the top there are the following ports: 1 USB 3 1 USB 2 headphone microphone The power button/switch is also color matching and sits next to the strip. The reset button is under the strip. The strip can be removed completely if you like.
