will this dissolve with any keytones (Methyl Ethyl Keytone etc)

Yes, cellulose acetate like this will dissolve in strong solvents like acetone and methyl ethyl ketone.

good for cutting out stencils?

I believe it would be okay but I use see thru plastic cutting sheet from the Dollar tree for stencils. In the kitchen section.

Can I laser print on these?

This product is not recommended for laser printing. Grafix makes a laser version of their Computer Film which would be suitable.
