Is it me or does $5,728.00 for a GPU seem like a ripoff?

The RTX 6000 is far superior value, but ripoff is all dependent on your workload. The API I work with requires enormous amounts of VRAM, and cannot yet be parallelized in a compute cluster, so the RTX 8000 is really the only answer. Also keep in mind, cost scaling is different for professional systems. $6000 is a lot of money for me to spend on a GPU, but for my company it takes a 24 hour workload and turns it into a 2 hour workload, which saves FAAAR more than $6000 in my salary over the course of 1 year alone.

But does it have ray tracing?

this card is over the top awesome. not only a great work station card but can play games too like helldivers at 240 fps max settings when you are on break

You need this card so doing 3D modelling and animation in in real time. All the physics in this shot is driven by the GPU. This is just a 20 sec clip of a 500000 frame sequence. So yeah, game developers need this so that game players can enjoy their games.
