Do they have to be gray knights can i convert them to raven guard or any other chapter

They are really only appropriate as Grey Knights, they don't have war-gear or amor that fits well into mainstream vanilla chapters

Does this kit include the parts neccesary to build all 10 with dual falcions?

No. I dug out my old sprues, compared the totals to my squad, and double checked the GW website for confirmation. There are only enough sets of falchions for six models.
