On the Noctua website on 11.02.2019 it say that cpu coolers will now ship with am4 mounting brackets. is this true?

I just ordered one of these and there was no 4 mounting plate. The rest of the kit was there but the plate was too small to mount the fan on the CPU

Can this work on an 1151 board?
