does the mech come with a mini fig?

No. These mechs are not to normal lego scale, so a mini fig wouldn't fit inside of them. They're actually made using a smaller version of lego bricks. They are really cool even if they're too small to use in scale with normal lego sets.

do lego peices fit on the mecha frame fit on here well?

Yes, this works with lego blocks. My son augments this mecha suit with additional lego pieces.

What is the plastic quality? is it on par with lego/cobi? or is it worse, like chinese knock-offs/mega blocks?

It's more on the lego/cobi, they try to make it with the same quality but much more interesting designs
