is the moon phase functional?

No. It is just a sun/moon, day/night, or in other words 24 hour complication. Not a real moon phase. It uses a Seiko VX3H movement. You can google about this movement details.

The description says its water resistant up to 100 feet, but also says it cannot be in water, which is it? These seem to be conflicting.

I returned the watch for being lackluster.

is there a way to see the month of year?

Unfortunately, no as the watch only shows the day of a month, day/night and what day of the week. The outer rings would show the entire month but what month is done by the user. It does not show any months of the year.
