Is this the actual stand or only the flash cards? Why does the product description say stuff about Time Cards?

I purchased this item and it is the stand that you would be purchasing, not any cards. I cannot speak to the description or the reviews related to this product. I can say that the stand was a little smaller than I expected. I purchased all cards separately.

Are there 16 individual pockets or 4 long rows?

4 long rows I believe (currently at school):I used it for many index cards for 95% group. I don't think they would have fit if it there were 16 pockets. I hope that helps!
