Pattern calls for size 3 cotton thread what is the size difference of sugar and cream and #3 thread

#3 is a thick thread but still much narrower than sugar & cream. Recommended hook size for #3 is E/4 if i remember correctly. Sugar & cream is I/9. If you are going to use a larger diameter yarn than a pattern calls for you will also need more yardage. Based on sample gauge (stitches per inch) you can probably do the necessaey math to get an estimate of how much more you will need (as well as how much larger the finished item will.be).

Let's see--there's about 645 yards per cone. Depending on the pattern you choose, you could get at least 2 (maybe 3) per cone minimum; check your printed pattern for yardage needed. Sorry I can't be more specific, as I use it for weaving heavy, absorbent dishtowels on a loom (haven't crocheted with it in a long time).
