Does this product have a lingering smell when dried?

Not a smell but the taste is horrible and lingers forever.

is it washable or does it need nail polish remover?

You don't need nail remover, it peels off very easily without ruining the nails. It doesn't wash off either but more contact with water causes it to peel much faster (within a day). The bitter taste lasts much longer.

Do I have to remove this product with nail polish remover between reapplying ??

I bought for a friend but he doesn’t he applies it on top and it really works cause his not bitten his nails
