I’ve ordered 2 so far and each one the ball doesn’t roll well to release the fragrance. How can I fix this?

Don't know. Mine doesn't always roll well either. If i just keep doing for a while eventually it goes. Store it on its side?

Is it the oil or water base perfume?

Not oil. The purse sized roll on most likely is. I think if I had to pick one Id say water bit idk. Its cologne that I have.

What does this smell like?

It's a fresh scent. not flowery or spicy. I don't wear a wide variety of fragrances because most of them smell like rubbing alcohol on me, but this is one that works.
