Can this be used for cuttings to root in water?

Yes this is exactly the plant hormone you need to help cuttings root. That's what I bought it for. The Indole-3-butyric acid in this product is an Auxin which prompts new plant cells to become roots.

Seller: should this leave a white film (looks like mold, w/ tiny filaments) on top of my soil after watering with correct concentration?

Have to be careful when using soils. I tried using some Coconut soil provided in some packaging with plant seeds. And I got the white film looking like mold you described. This is the only time I have had that happen. I now refuse to use that coconut stuff. Only use potting soil. I hope this helps.
