Will this fit a 2008 Subaru wrx?

It's very likely. Honestly any subaru with a front license plate slot on the bumper will work with this, but you need self tapping screws that are long enough to get through the fiberglass and into the metal part of the bumper. So to answer the original question yes it will work. You definitely need the hardware though.

Does the bull bar bracket come with mounting hardware?

No, it's just the bar. Very very hard to drill through even with a great drill, a punch and metal bits. I took off my bumper and tried to attach it to the metal behind the bumper. In the end I wound up putting the bumper back.on, drilling through the bumper and metal behind it, and using hollow wall anchors. It's not going anywhere and worked out well. A couple of dollars at the local hardware store.and you should have.no problem
