Question 1

The center cross bars(upper and lower) do not lie flat, is this normal, defective, or am I missing something?

I just received mine on 11/10/22, and it has the same problem. I see from other answers that some buyers find that if you push down hard enough, there's a "click" and then it stays flat.  Mine absolutely does NOT do that -- either on the top part, or the bottom part.  No matter how hard I push it never clicks, and it pops right back up. I'd hate to return this because of that, because otherwise I really like this wagon!  But so many people are reporting this issue that I feel like just ordering another one is unlikely to get me one that doesn't have this problem.  I just sent a message to the seller about it to ask if there is any way to fix it.

Question 2

Has anyone found a way to get the baskets to lock into place? Both the top ans bottom keep popping up.

The metal parts is connected by rivets manually, and sometimes it will be tight and cause the pop up.
You should put the floorboard into the wagon when use. It will be much better.
Also, you can put some heavy item for some time and it be normal after use.

I just received this (extremely fast). Does anyone know why the middle on the top and bottom are popping up? Is jt defective/supposed todo this/or am
