How thick are these I'm confused with the dimensions

All the dimensions should be in the description. We got the smaller black bumpers which we much prefer to our old round bumpers

I bought standard fender line but it doesn’t fit through the holes. What am I supposed to use?

I used 1/4 line from West Marine.

Are the opened diminsions 9 feet x 26" x 6" OR 36" x 20" x 6"

9’ x 26” x 6” is open. The other one is closed.

Does this attach to the boat or the dock?

You can use it either way. I attach mine to our dock for getting on and off our Waverunner.
