Any one know the measurements are. How high will it sit above the dust cover?

That will vary based off of the model you own. Typically its very close to the dust cover so you can still use the iron sights.

Will this fit a century arms?

Yes, as long as it has the standard side rail to clamp on to.

Will this fit a romanian psl?

If it has a standard style side scope mount like the AK 103 or AK74 it will work. Not familiar with the Romanian psl but from the pictures I saw it should work. I will warn you I ended up going with a midwest industries scope mount because the locking mechanism would come loose after 10 rounds. I wouldnt buy this...get what you pay for.
