You can try, but if it's in an area that flexes a bunch, I doubt it will hold long.

Can this be applied with a tiny brush for tiny cut?

I think that would probably work. The stuff is a little difficult to handle but can be worked on after applied and dry.

can this product be sanded?

I think it says in the instructions online that it can.

Would I still need to purchase the paint even if I get the color I need in the filler?

If the filler color is good you will not have to paint. Painting, however, is easy and works well. I used acrylic.
